Foreign students must provide a secondary school diploma that would allow them to study in their home country ; it must be equivalent to the German Abitur. To find out whether your secondary school diploma is acknowledged as so check the DAAD database or the Kultusminister-Konferenz database.
For applicants from the EU countries
As a rule of thumb : if your diploma allows you to study in your home country, generally this will allow you to apply for a German HEI as well. *
For applicants from outside the EU
The international office of the HEI of your choice or www.uni-assist.de determines whether you can directly apply for a spot, or that you first need to do an assessment test.*
* Foreign applicants looking to study in the province Baden-Württemberg first need to send their application to the ‘Ausländerstudienkolleg der Hochschule Konstanz'. They shall determine whether or not you are free to apply at a HEI in Baden-Württemberg.
